As the former Executive Director of the New York City Planning Department, Richard has more than 30 years of experience in land use planning, public policy, and community development.

Richard is the Group Leader for Capalino’s real estate group. Having served as the Executive Director of NYC Department of City Planning, he brings more than 30 years of experience in land use planning, public policy and community development to Capalino. He was recently selected as one of the 50 over 50 distinguished leaders who have made a difference in New York City.

Richard has been instrumental in facilitating significant office, residential, cultural, and community facility development in all five boroughs. Some of his major achievements include guiding the creation of the Hudson Yards District on Manhattan’s West Side, the Special Lower Manhattan District, Greenpoint/Williamsburg, and comprehensive amendments to the Theater Subdistrict to strengthen the Broadway theater industry.

Richard is an avid fingerstyle acoustic guitarist, and in his free time you can find him gardening with his wife, Irene.
