Citywide Economic Development Services Primarily Related to Maritime, Aviation, Rail Freight, Market and Intermodal Transportation Development

Environmental Analysis and Management Services on an As-Needed Basis at Various Authority Facilities

April 7, 2015– The Consultant shall provide as-needed environmental analysis and management services at various Authority facilities within the five boroughs of New York City to assist the Authority in achieving compliance with local, state and federal regulations governing various environmental issues. Consultant shall provide as-needed management services for designing and supervising remediation efforts, assisting and supervising in the evaluation of qualified personnel, providing estimates (cost/time), and supervising sub-consultants regarding their emergency response proposals. Requirements may include, but are not limited to, the performance of field and industrial hygiene surveys, exposure assessments, technical literature/regulation review, data analysis and preparation of permits and sampling protocols.

The Consultant shall perform the services in accordance with all applicable laws, codes, rules and regulations. Consultant shall provide environmental analysis and management services on an as-needed basis at various Authority facilities. All proposers must demonstrate five years minimum experience providing services in the environmental management field, project design and preparation of specifications. All proposers are required to submit evidence of experience, ability and financial standing.  All respondents must comply with NYS Education Law Section 7209. Citywide Ferry Service CM Services, Consultant Services RFP

April 14, 2015– The New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to provide Construction Management (CM) services for implementation of the Citywide Ferry Service Program. It is expected that implementing the Citywide Ferry Service Program will require the construction of several new ferry landings and upgrades to some existing landings. It is anticipated that the majority of new ferry landings would feature a barge, a gangway, ticket machine(s), lighting, trash receptacles, bicycle parking and passenger shelters. Some ferry landing projects may require more extensive infrastructure, including bulkhead and/or pier construction.
NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.

NYC Parks Requests Bids for Mobile Food Concession Permits Citywide

April 14, 2015– In accordance with Section 1-12 of the Concession Rules of the City of New York, the New York City Department of Parks and Recreation (“Parks”) is issuing, as of the date of this notice, a Request for Bids (“RFB”) for the sale of food from mobile food units at various park locations citywide.

Hard copies of the RFB can be obtained, at no cost, commencing on Tuesday, March 10, 2015, through Tuesday, April 14, 2015 between the hours of 9:00 a.m. and 5:00 p.m., excluding weekends and holidays, at the Revenue Division of the New York City Department of Parks and Recreation, which is located at 830 Fifth Avenue, Room 407, New York, NY 10065. Legal Publishing and Information Services

April 15, 2015– The New York City Law Department (“Department” or “Agency”) seeks qualified vendors to provide all labor, services and materials required to provide Legal Publishing and Information Services. This project has two components: 1) the publication and marketing of a multi-volume compilation of the Rules of the City of New York (“RCNY”), including, for the term of the contract, the monthly supplementation of the compilation, and 2) the creation and maintenance of an electronic database, accessible at no cost to the public via the Internet, of the text of the New York City Charter (the “Charter”), the New York City Administrative Code (the “Code”) and the RCNY. Publication of the RCNY shall be in conformity with Section 1045(a) of the Charter. The contractor will maintain all website databases with current enactments and amendments and will obtain certification, issued pursuant to Section 70-b of the New York State Public Officers Law, that the text of the laws being maintained on the website is accurate and current. Companies may submit a proposal on their own behalf or in conjunction with a joint venture partner or partners.

Greater consideration will be given to proposers with significant demonstrated capability, expertise and record of success in traditional legal publishing and the creation and maintenance of publicly accessible Internet sites containing the text of large legal compilations and codifications.

It is anticipated that the term of the contract to be awarded as a result of this RFP will be for a ten (10) year period from January 1, 2016 through December 31, 2026.

Downtown Brooklyn Cultural District (DBCD) South Site Development RFP

April 17, 2015– New York City Economic Development Corporation (NYCEDC), on behalf of the Department of Cultural Affairs (DCLA) and the City of New York, is seeking a consultant or consultant team to provide architecture, interior design, structural engineering, cost estimating, code expediting, theater design, acoustical sound engineering, lighting design, signage and graphic design, and other design and related services for the interior fit-out of a cultural unit, located in Downtown Brooklyn. The cultural unit is part of a 350,000 sq ft mixed-use residential building and 10,000 sq ft public plaza currently being developed by a private developer. The building site is located on a triangular area defined by Flatbush Avenue to the west, Lafayette Avenue to the north, and Ashland Place to the east.

The cultural unit is a 50,000 sq ft space that will be purchased in core and shell state from the private developer at the end of 2015. Upon purchase of the cultural unit, the City will commence tenant improvements, including design and construction, of the cultural lobby, shared spaces, and four (4) tenant spaces. The four (4) local non-profit institutions that will occupy the cultural unit are 651 Arts, Brooklyn Academy of Music (BAM) Cinemas, the Museum of Contemporary African Diasporan Arts (MoCADA), and the Brooklyn Public Library.

168th Street Redevelopment

April 30, 2015– NYCEDC seeks proposals (“Proposals”, each a “Proposal”) from qualified developers (“Respondents”, each a “Respondent”) for the purchase and redevelopment of an approximately 59,500 square foot lot located in the eastern part of Downtown Jamaica, Queens on the northeast corner of 93rd Avenue and 168th Street (the “Project”). It is bounded by Jamaica Avenue to the north, 169th Street to the east, 93rd Avenue to the south, and 168th Street to the west. The Site, on Block 10209, Lot 115 (the “Site”), is owned by the City of New York (the “City”).

The Project is an opportunity to create a thriving mixed-use, mixed-income development with an affordable housing program consistent with the vision set forth in Housing New York and which contributes to the City’s goal of fostering economically diverse neighborhoods.

JFK North RFEI

May 4, 2015– New York City Economic Development Corporation (“NYCEDC”) seeks proposals (“Proposals,” each a “Proposal”) from qualified developers (“Respondents,” each a “Respondent”) for the purchase or lease and redevelopment (the “Project”) of an approximately seven (7) acre parcel in Springfield Gardens, Queens (the “Site”) owned by the City of New York (the “City”) and located near JFK International Airport. The Project offers a unique opportunity to develop a commercial and/or industrial building on a very large vacant parcel adjacent to the Airport. Through this Request for Expressions of Interest (“RFEI”), NYCEDC is seeking users and/or developers to redevelop the Site for industrial and/or commercial use. Given the Site’s 7 acre size, Respondents have the opportunity to create a modern campus plan with industrial and/or commercial programming that supports job-intensive uses and attracts both established and growing businesses.

The seven (7) acre Site is part of Queens Tax Block 14260 Lot 1. The irregularly shaped Site is bound to the north by Rockaway Boulevard, to the south by Nassau Expressway and to the west by the Federal Aviation Administration (“FAA”) office building. The Site is located in the Queens neighborhood of Springfield Gardens, which contains one of the air cargo industry’s largest concentrations of customs brokers and freight forwarders, numerous other Airport related industrial facilities, residences, and retail uses. The Site is bounded by Rockaway Blvd to the North, and the Nassau Expressway to the South.

This RFEI is not intended as a formal offering for a future negotiated transaction. However, NYCEDC reserves the right to select a developer or developers for all or any portion of the Site on the basis of the responses to this RFEI without further process. St. Ann’s Avenue/ East 142nd Street RFP

May 22, 2015– The New York City Department of Housing Preservation and Development (HPD) invites developers to submit proposals for a new construction project in the Mott Haven section of the Bronx. The Site is owned by the City of New York and located at the intersection of St. Ann’s Avenue and East 142nd Street in the Mott Haven neighborhood of the Bronx within Community District 1 (Block 2268, Lots 23-30, 32).  The goal is to develop a mixed-income development that will expand affordable housing opportunities in the neighborhood.  Interested parties that choose to download the RFP using the link below must provide their contact information.  Only those who provide their contact information will receive updates or additional communications regarding the RFP.  The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.  A pre-submission conference will be held at HPD, 100 Gold Street, 1R, New York, NY on March 4, 2015 at 10:00 a.m.  Interested organizations are strongly encouraged to attend the conference.  If you are planning on attending the conference, please RSVP at the email address below.  People with disabilities requiring special accommodations to attend the pre-submission conference should contact Eunice Suh at the email address below.
