Community Health Center Pre-Development Support RFP

January 16, 2016– The New York City Economic Development Corporation (NYCEDC) is spearheading a new program to bring advanced primary healthcare resources to underserved neighborhoods across New York City through NYCEDC’s Community Health Center Expansion Program. These efforts reaffirm the City’s commitment to equitable access to primary care for all New Yorkers.

NYCEDC is requesting proposals from Federally Qualified Health Centers and Look-Alikes (collectively FQHCs) to plan, build, and outfit new primary care health center sites to be completed by June 2017. These sites must increase patient capacity and improve patient access in the City’s most medically underserved neighborhoods. Respondents selected pursuant to this RFP may be eligible to receive one or more of the following types of support for their projects, including, without limitation: pre-development grants, technical assistance, real estate assistance, and operational support grants to help manage expenses during the initial operations at a newly opened site.

NYCEDC plans to select one or more Respondents on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, community landscape of proposed expansion neighborhood, applicant strength, proposed project strength, and demonstrated successful experience in performing services similar to those encompassed in the RFP.  It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. Awards and grants provided through this RFP will be funded by the City.

Free NYCitizenships Services Project Brooklyn, New York & Queens Public Libraries

January 24, 2016– The Mayor’s Fund seeks proposals from legal service organizations for NYCitizenship, a new citywide initiative that seeks to increase immigrant access to citizenship services as a tool for fighting poverty and helping immigrant communities achieve greater stability. NYCitizenship will do this by boosting the capacity of free citizenship services in New York City and connect individuals to free financial empowerment services. NYCitizenship is a project in partnership with the Mayor’s Office of Immigrant Affairs, the Human Resources Administration, Brooklyn Public Library, New York Public Library, and Queens Library.

Brooklyn Whole Meat Market: Automated Parking Revenue Control 

January 27, 2016– New York City Economic Development Corporation (NYCEDC) is seeking proposals from qualified respondents in response to this Request for Proposals for the provision of a parking revenue control system located at the Brooklyn Wholesale Meat Market. This would be an automated system which collects cash, credit and debit. It would include and entry and exit lane system as well as two pay stations located in the parking lot.

Edenwald Recreation Facility, Bronx

January 27, 2016– New York City Economic Development Corporation (“NYCEDC”) is seeking proposals (“Proposals”, each a “Proposal”) from qualified developers for the lease of a parcel of land (the “Site”) located along the eastern side of the property at 1250 East 229th Street in the Bronx (the “Edenwald Site”) for the development and operation of a recreational and community facility of at least 45,000 buildable square feet (the “Project”). The Edenwald Site is owned by the City and is under the jurisdiction of the NYC Administration of Children’s Services (“ACS”). While the expectation of this RFP is to lease the Site, NYCEDC also reserves the right to sell the fee interest in the Site.

This Project is an opportunity to develop a high quality recreational and community facility that will meet the needs of the surrounding community while enhancing the quality of life in Edenwald as well as the surrounding Bronx neighborhoods. The Project is envisioned to create a facility that will provide spaces focused on any or all of the following: health, education, childcare, active living, and/or cultural uses. The Project will serve youth residing in the existing ACS Facility as well as the broader multi-generational community.

Sunset Park Infrastructure Project, Engineering, Design and Related Consultant Services

Universal Pre-kindergarten Services 2016-2019

February 3, 2016– The New York City Department of Education (NYCDOE), on behalf of the Division of Early Childhood Education (DECE), will release an open-ended Request for Proposals (RFP) for Universal Prekindergarten (UPK) Services for 2016-2019.

The RFP will be for the provision of Full-Day UPK services to four-year-olds. Vendors must provide at least 180 total days of Pre-K for All services (based on a 5 day week), including four (4) days scheduled for professional development per year. Services must be scheduled for a minimum of 31 hours and 40 minutes per week and a minimum of 5 days per week, Monday through Friday. The program may be scheduled for a maximum of 6 days per week (Monday through Friday and either Saturday or Sunday), provided that if the program operates 6 days a week, then the program must satisfy the minimum weekly hours requirement (31 hours, 40 minutes per week) and operate for at least 40 weeks per school year.

Universal Pre-kindergarten Services for Educational Continuity

February 3, 2016– The New York City Department of Education (NYCDOE), on behalf of the Division of Early Childhood Education (DECE), will release a modified Request for Proposals (RFP) for Universal Prekindergarten Services for Educational Continuity (UPK).

Pre-Proposal Conference: Tuesday, January 5, 2016, at 5:00 M.M.ET, located at Murry Bergtrum High School for Business Careers, 411 Pearl Street, New York, NY 10038

The RFP will be for the provision of Full-Day UPK services to four-year-olds and is seeking proposals from eligible high-quality early childhood education providers for the provision of Full-Day Universal Pre-Kindergarten (UPK) services to four-year olds. Eligible vendors must have kindergarten at their site and be able to provide programming to meet Pre-K for All expectations for 6 hours and 20 minutes per day, 5 days a week, for 180 days. Vendors will provide at least 180 days of Pre-K for All services, including at least 176 days of instruction and four (4) days of professional development for teachers. The program must operate five (5) days (Monday to Friday) in a typical week, and provide a minimum of six (6) hours and twenty (20) minutes and a maximum of seven (7) hours of Pre-K for All services each day. Vendors may request approval from the DECE field offices to operate 6 days per week in a typical week (Monday through Friday and either Saturday or Sunday) and/or to operate for less than six (6) hours and twenty (20) minutes per day.

Construction Manager Services, ABC No Rio Facility

M/WBE Building Opportunity RFP

February 23, 2016– The New York City Department of Housing Preservation and Development (HPD) invites Pre-Qualified M/WBE developers to submit proposals for one or more of six new construction projects across New York City.

The Development Sites are owned by the City of New York and consist of the Blocks/Lots described below:

The goal is to develop mixed-income developments that will expand affordable housing opportunities within each respective neighborhood.

June 16, 2016– The Department of Health and Mental Hygiene issued an open-ended rolling RFP in 2007 to establish 3,000 units of citywide supportive housing in newly constructed or rehabilitated single-site buildings for various homeless populations pursuant to the New York/New York III Supported Housing agreement. Proposals continue to be accepted on an on-going basis. The RFP is available on line at http://www.nyc.gov/health/contracting. Any questions regarding this RFP must be sent in writing, in advance, to the Contracting Officer or e-mailed to the address below. All proposals must be hand delivered at the office of the Agency Chief Contracting Officer. As a minimum qualification requirement for (1) the serious and persistent populations, the proposer must be incorporated as a not-for-profit organization, and (2) for the young adult populations, the proposer must document site control and identify the source of the capital funding being used to construct or renovate the building. Notice of Funding Availability for the Preservation of Affordable Housing South of Houston Street

December 31, 2019– The City of New York Department of Housing Preservation and Development announces the availability of $11,800,000 in funding for the acquisition and preservation of affordable housing south of, and including properties on, East/West Houston Streets, bounded by the Hudson and East Rivers in Lower Manhattan to applicants who are funded pursuant to a Request for Qualifications issued by HPD (“RFQ”).

Purpose:
The purpose of the Lower Manhattan Acquisition Program is to preserve residential housing with apartments affordable to low-income households.

Program Description:

Request for Qualifications (RFQ):
In order to become qualified for participation in the program, not-for-profit organizations must respond to the RFQ and be found qualified by HPD. Applicants may respond to the RFQ available at the website below. To be considered for qualification, applicants must demonstrate ownership, management and rehabilitation experience, as well as financial strength and stability. Please refer to the RFQ for more information on qualification.

Proposals:
Qualified not-for-profit organizations may submit proposals to request acquisition funding for eligible residential buildings. Proposals will be assessed on both the viability of the project and strength of the applicant’s experience. Proposals will be evaluated and funded on a “first-come, first-served basis” for the duration of the program. The City reserves the right to accept or reject any or all applications received as a result of this advertisement.

Notice Requirements:
All not-for-profit organizations entering into negotiations with building owners must comply with tenant and owner notification procedures in accordance with the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Information about these notification requirements will be provided to pre-qualified non-profits.
