Brooklyn Whole Meat Market: Automated Parking Revenue Control 

January 27, 2016– New York City Economic Development Corporation (NYCEDC) is seeking proposals from qualified respondents in response to this Request for Proposals for the provision of a parking revenue control system located at the Brooklyn Wholesale Meat Market. This would be an automated system which collects cash, credit and debit. It would include and entry and exit lane system as well as two pay stations located in the parking lot.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.

Edenwald Recreation Facility, Bronx

January 27, 2016– New York City Economic Development Corporation (“NYCEDC”) is seeking proposals (“Proposals”, each a “Proposal”) from qualified developers for the lease of a parcel of land (the “Site”) located along the eastern side of the property at 1250 East 229th Street in the Bronx (the “Edenwald Site”) for the development and operation of a recreational and community facility of at least 45,000 buildable square feet (the “Project”). The Edenwald Site is owned by the City and is under the jurisdiction of the NYC Administration of Children’s Services (“ACS”). While the expectation of this RFP is to lease the Site, NYCEDC also reserves the right to sell the fee interest in the Site.

This Project is an opportunity to develop a high quality recreational and community facility that will meet the needs of the surrounding community while enhancing the quality of life in Edenwald as well as the surrounding Bronx neighborhoods. The Project is envisioned to create a facility that will provide spaces focused on any or all of the following: health, education, childcare, active living, and/or cultural uses. The Project will serve youth residing in the existing ACS Facility as well as the broader multi-generational community.

Sunset Park Infrastructure Project, Engineering, Design and Related Consultant Services 

February 1, 2016– New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to design infrastructure improvements including utilities, roadways, and sidewalk in Sunset Park, Brooklyn. Universal Pre-kindergarten Services 2016-2019

February 3, 2016– The New York City Department of Education (NYCDOE), on behalf of the Division of Early Childhood Education (DECE), will release an open-ended Request for Proposals (RFP) for Universal Prekindergarten (UPK) Services for 2016-2019.

The RFP will be for the provision of Full-Day UPK services to four-year-olds. Vendors must provide at least 180 total days of Pre-K for All services (based on a 5 day week), including four (4) days scheduled for professional development per year. Services must be scheduled for a minimum of 31 hours and 40 minutes per week and a minimum of 5 days per week, Monday through Friday. The program may be scheduled for a maximum of 6 days per week (Monday through Friday and either Saturday or Sunday), provided that if the program operates 6 days a week, then the program must satisfy the minimum weekly hours requirement (31 hours, 40 minutes per week) and operate for at least 40 weeks per school year.

Universal Pre-kindergarten Services for Educational Continuity

The RFP will be for the provision of Full-Day UPK services to four-year-olds and is seeking proposals from eligible high-quality early childhood education providers for the provision of Full-Day Universal Pre-Kindergarten (UPK) services to four-year olds. Eligible vendors must have kindergarten at their site and be able to provide programming to meet Pre-K for All expectations for 6 hours and 20 minutes per day, 5 days a week, for 180 days. Vendors will provide at least 180 days of Pre-K for All services, including at least 176 days of instruction and four (4) days of professional development for teachers. The program must operate five (5) days (Monday to Friday) in a typical week, and provide a minimum of six (6) hours and twenty (20) minutes and a maximum of seven (7) hours of Pre-K for All services each day. Vendors may request approval from the DECE field offices to operate 6 days per week in a typical week (Monday through Friday and either Saturday or Sunday) and/or to operate for less than six (6) hours and twenty (20) minutes per day.

Pier 45 Outdoor Cafe in Greenwich Village, NYC

February 8, 2016– By this request for proposals (“RFP”), Hudson River Park Trust (“Trust”) seeks proposals from experienced operators for an outdoor seasonal café concession at Pier 45 (“Pier 45 Outdoor Cafe”) located between 10th Street and Christopher Street along the Hudson River Park (“Park”) esplanade. The selected respondent (“Concessionaire”) will manage and assume responsibility for the operation of the “Premises” detailed in Section VI herein in accordance with the terms and conditions set forth in this RFP and the concession agreement to be subsequently issued by the Trust (“Concession Agreement”). Battery Park Mobile Food Concessions

HHC FEMA – Coney Island Hospital Campus Construction Project CM

February 17, 2016– The New York City Economic Development Corporation (NYCEDC), on behalf of the City of New York (the “City”) benefitting the New York City Health and Hospitals Corporation (“HHC”), is seeking a consultant or consultant team to provide CM and related consultant services for the repair / restoration and hazard mitigation of Coney Island Hospital campus, located in Brooklyn, New York. CIH was severely impacted by Hurricane Sandy, and this project seeks to address CIH’s high risk of flooding by renovating and rebuilding portions of the CIH campus, including the construction of a new Critical Services Structure (“CSS”) with all necessary support services and certain renovations and hazard mitigation solutions for existing buildings.

The Development Sites are owned by the City of New York and consist of the Blocks/Lots described below:

  • 1921 Atlantic Avenue corresponds to Block 1557, Lots 3, 4, 23, 26, 28, and 31-37, and comprises approximately 25,762 square feet in Brooklyn Community District 3.

East Harlem Commercial Opportunity

March 17, 2016– New York City Economic Development Corporation (“NYCEDC”) is seeking proposals for the commercial redevelopment of 2321-2325 3rd Avenue, an approximately 7,000 square foot vacant parcel of land located on the northeast corner of 126th Street and 3rd Avenue in Manhattan. The site offers the opportunity to develop a commercial component of the East 125th Street Development, a large, catalytic redevelopment that is expected to bring an influx of housing, jobs and activity to the neighborhood.

June 16, 2016– The Department of Health and Mental Hygiene issued an open-ended rolling RFP in 2007 to establish 3,000 units of citywide supportive housing in newly constructed or rehabilitated single-site buildings for various homeless populations pursuant to the New York/New York III Supported Housing agreement. Notice of Funding Availability for the Preservation of Affordable Housing South of Houston Street

December 31, 2019– The City of New York Department of Housing Preservation and Development announces the availability of $11,800,000 in funding for the acquisition and preservation of affordable housing south of, and including properties on, East/West Houston Streets, bounded by the Hudson and East Rivers in Lower Manhattan to applicants who are funded pursuant to a Request for Qualifications issued by HPD (“RFQ”).

Purpose:
The purpose of the Lower Manhattan Acquisition Program is to preserve residential housing with apartments affordable to low-income households.

Program Description:

  • Not-for-profit organizations qualified under the RFQ may identify privately-owned residential properties for purchase and long-term ownership in the Lower Manhattan area.
  • Eligible buildings are multi-family buildings in the program’s target area, where at least one unit is or will be rented to and affordable to a household earning no more than 80% of the Area Median Income (AMI).
  • Up to $125,000 per dwelling unit in acquisition funding may be available to fill the gap between private debt supportable by the acquired property or properties and the acquisition cost. The program funding will be based only on those units that are rented to and affordable to households earning no more than 80% of AMI.
  • The program’s target area is Manhattan south of, and including properties on, East/West Houston Streets. (Boundary map is available at the website listed below).
  • The program will run until the earlier of the time at which all funding has been exhausted or December 31, 2019.

Request for Qualifications (RFQ):
In order to become qualified for participation in the program, not-for-profit organizations must respond to the RFQ and be found qualified by HPD. Applicants may respond to the RFQ available at the website below. To be considered for qualification, applicants must demonstrate ownership, management and rehabilitation experience, as well as financial strength and stability. Please refer to the RFQ for more information on qualification.

Proposals:
Qualified not-for-profit organizations may submit proposals to request acquisition funding for eligible residential buildings. Proposals will be assessed on both the viability of the project and strength of the applicant’s experience. Proposals will be evaluated and funded on a “first-come, first-served basis” for the duration of the program. The City reserves the right to accept or reject any or all applications received as a result of this advertisement.

All not-for-profit organizations entering into negotiations with building owners must comply with tenant and owner notification procedures in accordance with the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Information about these notification requirements will be provided to pre-qualified non-profits.
